Bounds a value from above: x ≤ 10. Standard in math, constraint documentation, and requirements (“response time ≤ 200 ms”). Space it on both sides like = and <. Programming languages write <=, but published prose and specs should use the real glyph. Some fonts draw the lower bar slanted (⩽ style) — both readings are equivalent.
