Expresses parts per thousand: a 5‰ railway grade means 5 in 1,000. Used for blood-alcohol limits in much of Europe, gradients, and salinity. Space it from the number the same way you treat %. It is one character, not a percent sign with an extra zero — though that is exactly how the symbol evolved.
